Key responsibilities

  • Ensure delivery of the Bank’s group’s capital strategy (i.e., including delivery of RoTE target and minimizing sum-of-the-parts issue) in the region and advise regional and country management team on shaping an efficient capital position.
  • Manage the capital / dividend plan for Greater China North Asia (GCNA) and Hong Kong (HK); ensure a robust capital forecasting function.
  • Drive capital optimization strategies and initiatives for GCNA and HK.
  • Manage / monitor structural FX risk and formulate structural FX hedge strategy for the region.
  • Foster a strong collaborative relationship with HKMA / HKAB on strategic regulatory changes and regulatory advocacy/consultations in order to drive the optimal outcome for the Bank.
  • Provide effective oversight on regulatory reporting processes and ensure robust controls are in place in line with governance and control framework to ensure accuracy and timeliness of reporting.
  • Lead strategic projects (e.g., Basel IV implementation, capital reporting system revamp etc.) delivering balance sheet benefits and best in class target operating model.
  • Present capital forecast in Regional and HK ALCO to capture up-to-date business development and provide capital treatment advice on strategic transaction / new business to facilitate management decision.
  • Drive the transition to Basel IV regulatory changes and provide forward looking insight to the businesses and the management team to prepare and adapt to material changes in the entity capital consumption.
  • Anticipate impact of upcoming regulatory changes on the capital position and overall RWA under HKMA rules and provide insights to management / businesses ahead of the changes.
  • Liaise with regulators, auditors, and other stakeholders within and outside the bank on capital related matters.
  • Oversee other bank-wide system changes that impact capital management / reporting process in GCNA / HK and direct the team for an appropriate level of participation and representation.
  • Enhance processes and procedures and mitigate operation risk within capital management and reporting processes.
  • Ensure consistent capital management processes operate in the cluster countries in line with Group best practices.
  • Drive efficiency of the GFS (offshore) support team and maximize automation opportunities.
  • Enhance the team’s capability in RWA analytics and forecasting.
  • Ensure strong governance & controls across balance sheet forums and processes including aspects related to reporting & risk management in the HK Hub in accordance with the Treasury Risk Type Framework.
  • Ensure compliance with Group and HKMA policies and regulatory requirements.
  • Perform independent reviews to drive completeness and accuracy of the RCSA for delegated areas under non-financial risk second line responsibilities under Treasury RTF.

Role requirements

  • At least a Bachelor’s Degree from a reputable University in any of the following disciplines (e.g., accounting, statistics, economics, mathematics, or financial engineering) preferably those with qualifications like CA, Accountant, CFA or FRM.
  • Sound understanding of capital management, balance sheet management, oversight, and control frameworks.
  • Analytical inquisitive nature and sharp business acumen, the ability to assess risk and appropriate levels of return and thereby optimize business performance.
  • Excellent communication skills, written and verbal, given the need to deliver consistent and compelling messages to internal and external stakeholders.
  • Excellent interpersonal, influencing and stakeholder management skills.
  • Strong stakeholder management & people development skills.
  • Experience in working in Hong Kong and Greater China North Asia region.
  • Knowledge of the Basel and HKMA regulatory framework on capital; knowledge of regulatory requirements in China, Taiwan and Korea is a plus.
