Head of IT

Our client a premier European private bank based in Singapore is looking for Head of IT. The Head of IT Singapore is responsible for monitoring and reporting information security risks and issues for the Singapore Branch. This will involve liaison with all business areas and internal risk counterparts within the bank, monitoring performance and providing support and guidance on all information security issues and areas of coverage, providing information security advisory and consultation on projects and ad-hoc business requests/initiatives.

Key responsibilities

  • Ensuring compliance with Bank’s local and Group Information Security policies and standards is monitored and reported to COO & Geneva IT team
  • Ensuring IT governance on IT processes
  • Ensuring that Bank’s initiatives for security improvement and awareness are implemented
  • Manage and contribute to the IT incident process in Singapore
  • Provide IT-related procurement activities as purchasing or advisory role
  • Approve and advise on IT-related invoices
  • Co-ordinate and support Asia IT team for the bank’s users  in Asia including Singapore, Shanghai, Taiwan, Japan and Hong Kong
  • Comply with external and internal compliance and regulatory requirements, including the Bank’s policies, operating procedures and controls to meet the Bank’s and regulatory requirements and protect the business from financial and reputational risk
  • Establish and document policies, operating procedures and relevant controls to meet Bank, local and regulatory requirements, including testing and certifying (or considers and escalates) the adequacy and effectiveness on a regular basis
  • Ensure appropriate business continuity plans are in place in line with the banks’ overall BCP plan

Manage the Singapore IT team to deliver reliable and efficient IT onsite services ,including but not limited to:

IT Service Desk

  • 1st level support on Desktop environment and Banking Applications
  • Helpdesk support to users
  • Infrastructure Operations (Desktops, Laptops, iPhones, servers, local Exchange servers
  • User IT requests

IT Security and IT Risk Management – IT Projects

  • Manage and provide active challenge to services provided by outsourced service providers
  • Manage and own the IT incident process in Singapore
  • Manage and contribute to the IT change process in Singapore
  • Provide IT-related procurement activities as purchasing or advisory role
  • Approve and advise on IT-related invoices. .
  • Provide management with relevant management information and reports and escalates concerns where appropriate
  • Establish and deploy robust risk and control frameworks which meet the strategic needs of the Bank, including communication, training and awareness of these frameworks
  • Conduct suitable assurance to ensure business compliance with policies/responsibilities
  • Share and leverage technical skills, experience, and know-how across IT teams in the Bank
  • Responsible for the management and development of the team, including performance management, training and compensation and resourcing matters
  • Represent IT in management meetings and dealing with internal and external stakeholders
  • Lead and supervise projects sponsored by IT
  • Responsible for budget/cost management for Singapore  IT

Role requirements

  • Bachelor Degre or higher in Computer science, IT or Engineering or a related discipline
    Proven experience as Head of IT, or similar managerial role.
  • Minimum 10 Years of experience in IT
  • Minimum of 5 years of experience in a leadership or management role in an IT setting
  • Strong knowledge of multiple architecture domains including application, platform, data, infrastructure, and security.
  • Proven organizational and management skills, and strong leadership abilities to influence diverse groups to achieve results.
  • Solid working knowledge of current security protocols and threats
  • Strategic thinking skills with broad perspective of different issues
  • Ability to drive innovative enhancements in the organization
  • Excellent project management, communication, and interpersonal skills
  • Strong knowledge in CRM & ERP
  • Microsoft M365 Certifications, Project Management (PMP) would be an added advantage.
